Manchester City filed an appeal on October 1, 2026, against an independent commission's ruling that it committed serious breaches of Premier League financial rules. City confirmed the filing the following day and strongly denies wrongdoing. As of October 4, the appeal remains unresolved and no final punishment has been imposed. The Premier League published the findings on September 29. According to its summary, the commission found that City used ‘sham’ commercial arrangements to inflate revenue and understate costs by more than £900 million across the 2009-10 to 2017-18 seasons. These are the commission's findings, which City is challenging, not an admission by the club. Premier League: commission findings and next steps, September 29, 2026

WHAT DID THE COMMISSION FIND?

The redacted Core Decision describes sponsorship income that, in the commission's assessment, should instead have been recorded as owner funding. It found that Abu Dhabi United Group paid substantial portions of purported sponsorship fees, and that the accounts did not reflect the economic substance of the arrangements. The commission also identified expenses it said had been omitted. Independent commission: redacted Core Decision, pp. 22–28 and 35–40

The decision separately examines Fordham, an arrangement involving players' image rights. It concluded that funds treated as operating income were equity contributions and that related costs should have appeared in City's accounts. City disputes the ruling. The £900 million figure describes the combined financial effect identified in the league's summary; it is not a fine, a compensation award or a transfer-spending total. The commission also upheld three of four alleged failures to cooperate with the investigation. That is a separate issue from whether the underlying accounts complied with financial rules. A finding on cooperation should not be confused with the financial calculations themselves. Independent commission: redacted Core Decision, pp. 22–28 and 35–40

WHAT DOES MANCHESTER CITY SAY?

City says it lodged its appeal at 7pm on Thursday, October 1. Its statement maintains that the decision contains ‘clear material errors, of law, principle and fact’ and is unsafe. The club says it is innocent and possesses evidence supporting its positions. It also says confidentiality restricts further comment while proceedings continue. Manchester City: official appeal statement, October 2, 2026

Those statements establish the club's position, not the outcome of the appeal. Conversely, the fact that City has appealed does not itself overturn the commission's findings. The distinction matters throughout this case: a ruling has been issued, the club contests it and the appeal body has not yet resolved that challenge.

HOW DID THE CASE REACH THIS POINT?

The Premier League began its investigation in December 2018 and referred the case to an independent commission in February 2023. The hearing lasted 42 days and concluded in December 2024. The public release of the findings came on September 29, 2026, followed by City's October 1 appeal. Premier League: commission findings and next steps, September 29, 2026 Manchester City: official appeal statement, October 2, 2026

The original February 6, 2023 referral covered several categories: accurate financial reporting, including sponsorship revenue, related parties and operating costs; disclosure of manager and player remuneration; compliance with UEFA financial rules; Premier League profitability and sustainability requirements; and cooperation with the investigation. It was broader than a single dispute about one sponsorship contract. Premier League: original referral, February 6, 2023

The underlying periods also differed. The financial-information allegations spanned 2009-10 through 2017-18, while the cooperation allegations concerned the investigation from December 2018 onward. The often-used shorthand about the number of breaches can obscure those different obligations and periods. The substance of the charges is more informative than treating them as interchangeable items. Premier League: original referral, February 6, 2023

IS THIS A CRIMINAL CONVICTION?

No. This is a disciplinary proceeding under Premier League rules, heard by an independent commission. ‘Guilty’ in this context describes findings of breaches of those sporting rules. It should not be rewritten as a criminal conviction or a finding that every person associated with the club committed a crime. Premier League: original referral, February 6, 2023

The league publishes decisions within its disciplinary framework, while parts of the proceedings remain confidential. That means a public ruling can be reported firmly and accurately without pretending that every document, argument or later procedural step is available. Attribution protects that distinction; it does not require ignoring an adverse finding.

HOW WILL THE APPEAL WORK?

Reuters reports that an independent three-member Appeal Board, appointed by the Judicial Panel's chair, will hear the challenge privately. It reviews the decision rather than automatically conducting a complete retrial. It can reject or allow the appeal, send matters back for reconsideration or vary relevant orders. City may also challenge a sanctions decision separately. Reuters, via AOL: Manchester City appeal and procedure, October 2, 2026

Reuters describes newer procedural rules envisaging a hearing within 12 weeks of filing and a decision within 30 days of its conclusion, while noting questions about their application to a case charged in 2023. Those intervals are not a confirmed timetable for this appeal. No hearing date or final resolution date is asserted here. Reuters, via AOL: Manchester City appeal and procedure, October 2, 2026

COULD CITY BE FINED, LOSE POINTS OR BE RELEGATED?

A fine, points deduction and other sporting penalties are possible. AP reports that the available range includes suspension or expulsion. Reuters also identifies relegation among the possible outcomes being discussed. None has been imposed as a final punishment in this case. A points deduction, relegation and expulsion are different measures, not interchangeable descriptions of a decision already taken. Associated Press: appeal and possible sanctions, October 2, 2026 Reuters, via AOL: Manchester City appeal and procedure, October 2, 2026

The league says sanctions will be addressed at a separate commission hearing. Until an authorised decision is published, any specific fine, points total or league placement would be speculation. The word ‘final’ used for an award within procedural rules should not be mistaken for an announcement that every stage, including punishment and appeal, is finished. WHY DOES THE CASE MATTER BEYOND CITY?

Financial controls rely on clubs reporting comparable information. Revenue recognised as commercial income and money supplied as equity are not automatically equivalent for regulatory purposes. Nor can a spending assessment work properly if relevant costs are absent. The commission's reasoning therefore concerns the reliability of the information on which compliance is judged, not merely the size of a wealthy club's budget. Independent commission: redacted Core Decision, pp. 22–28 and 35–40

PRESDA's analysis is that the eventual outcome will be important to confidence in enforcement: whether rules can be applied consistently, whether disputed decisions receive meaningful independent review and whether sanctions, if upheld, can be explained proportionately. These are governance questions. They do not establish which punishment is appropriate before the relevant hearings have concluded.

The commercial backdrop also matters. Sponsorship and image rights are central to elite sport's finances, as our feature on the world's highest-paid athletes explores. This case concerns how particular arrangements were reported and assessed, not a general finding that sponsorship or image-rights businesses are improper.

For supporters, the immediate position is narrower than the possible consequences: the commission has made serious findings, City denies them and has appealed, and the sanction remains undecided. Reporting the next stage requires the same separation between what a tribunal has decided, what a party argues and what has yet to happen.
